Is it necessary first to be doing philosophical counseling for a period of time, before one applies to become certified by your organization?

To become a certified philosophical practitioner, you typically need at least a master’s degree in philosophy (or a related field), followed by specialized training and certification from an organization like the American Philosophical Practitioners Association (APPA), and requirements include completing a certification program; you can check details regarding the APPA Certification Program in Philosophical Counseling here: https://appa.edu/programs/philosophical-counseling-level-1/

Dear George, no, it is not necessary. What you need is an MA, Licensura, ABD, or a PHD in Philosophy. Then you can join APPA as an Adjunct Member and complete an APPA Certification Program.
